Here is a US/ICS/Russian Navy Signal Flag. It is a quite long white triangle flag with a red circle in the middle. For the US/ICS it is the number "1". For the Russian Code of Signals it is "

" which means "Hoist anchor; full speed".
If you want, it could also be a triangle flag of Japan.
I pin it around Vietnam/Late Cold War because the material it's made out of is indicative of materials that would've been used at the time.
